The feedback period for stage four of the Local Planning Policies (LPPs) Review has now closed. The revised LPPs will be presented to Council for adoption in May 2024.

The City is reviewing its Local Planning Policies (LPPs) to align with State Planning Reforms and support implementation of draft Local Planning Scheme No. 7. The review will ensure the City has an up-to-date planning framework to support good planning outcomes for our community into the future.

The review will take place in several stages according to the type of changes proposed to the LPPs, and the associated advertising and consultation requirements which are explained in an FAQ.

    The draft LPP - Non-Residential Development in the Residential Zone includes land use and built form requirements for non-residential uses and development in residential areas. This may include development such as consulting rooms, shop, café, yoga/pilates studios.


    Key requirements of the draft LPP include:

    • Preferred locational criteria to preserve residential amenity. 
    • Built Form in accordance with the relevant density code for the subject site. 
    • Traffic information requirement to justify vehicle movements.
    • Landscaping and tree planting requirements.
    • Requirements for an Acoustic Report and Noise Management Plan.
    • Operation times and days to preserve residential amenity.

    Key requirements of the draft LPP include:

    • Minimum car and bicycle rates 
    • End-of-trip facilities
    • Service or loading bays 
    • Car parking design including vehicle parking, manoeuvring and circulation areas and general design criteria, encourage provision of EV charging
    • Bicycle parking design requirements for long and short term bicycle parking
    • Vehicle access
    • Parking management plan requirements.

    • Acoustic Report and Noise Management Plan requirements.
