What is the RAF Business Plan?

    In accordance with section 3.59 of the Local Government Act 1995 (the Act) and Regulations, every local government in Western Australia is to advertise a Business Plan for public comment before it commences a major trading undertaking or a major land transaction.

    Following the construction of the $80m RAF, the City of South Perth intends to have a third party operate the facility, in a similar way to the current operations for the Collier Park Golf. The process to choose and appoint the best organisation to operate the RAF will occur through a competitive Request for Tender (RFT) process, at the appropriate time. The RFT will allow the operator to run the RAF facility exclusively, which under section 3.59 of the Act and Regulations, may be considered a major land transaction.

    Therefore, before the City of South Perth progresses any further, a Business Plan has been advertised State wide, to seek feedback from the community. The Council will receive all feedback during this process, then in considering this feedback, will determine to proceed or not to proceed to the next stage of the RAF project. It is important to note, a decision to proceed does not ensure the project is commenced or completed, as there are many other decisions by Council before an RFT may be awarded to construct the RAF.

    Why is it a legislative requirement to seek feedback on a business plan?

    A business plan enables an open, accountable and transparent process, to ensure everyone has the opportunity to provide the Council with feedback to assist in their decision making.

    Is the RAF definitely going ahead?

    The RAF needs to progress through a number of stages and this is one of many. Siting and some funding has been determined, with the Business Plan, Operator Procurement and Construction Contract award still to be approved. All stages must be approved by Council for the RAF to proceed.

    In February 2021, proceeding with the Business Plan would allow the City to formalise the funding agreement with the Federal Government for the $20million commitment as well as being able to accept any State Funding offered.

    What will happen to Collier Park Golf Course if the RAF proceeds?

    Golf will be fully integrated into the RAF and will be an important component within the facility. The City also understands that golf is changing and for Collier Park Golf to keep up with the times, a shift to include shorter format golf options needs to be made. The addition of new formats will ensure the long term viability of the golf course business.

    With the proposed RAF, Collier Park Golf will retain a 27 hole golf course with the existing Lake 9 remodelled to a shorter par 31 course. A double storey technology-based driving range and an improved short game practice area will be provided. It will also incorporate the mini golf facility that is currently under development.
