The Local Planning Policy P301- Advertising of Planning Proposals was adopted by Council in March 2021 and can be viewed on the City's website.

The City is reviewing Local Planning Policy P301 - Advertising of Planning Proposals (formerly Community Engagement in Planning Proposals). The draft modified local planning policy provides guidance for consulting with stakeholders and the community on development applications and strategic planning proposals where advertising is undertaken.

This review is seeking to ensure that consultation on planning proposals continues to meet City, stakeholder and community expectations. The draft modified policy will better reflect the way we consult with stakeholders, which goes above and beyond the minimum requirements of state government legislation. The draft modified policy will primarily guide the advertising of development applications. Strategic planning proposals such as scheme amendments, local planning strategies and local planning policies will continue to be the subject of their own individual engagement processes.

The last major review of the existing policy was in 2016 and since then the Western Australian Local Government Association (WALGA) has prepared a set of model guidelines for the advertising of planning proposals. Using this model as a base, the review considered how to best ensure that all affected stakeholders are provided an opportunity to give feedback. This involved looking at what factors the City should consider when determining consultation methods and length of advertising for each proposal. The draft modified policy is more legible and easier to administer and ensures that consultation is done in a more meaningful and targeted way.
