The Challenger Reserve Masterplan has been finalised. See below for project updates. Thank you to everyone that participated in this project.

The City of South Perth is developing a masterplan for Challenger Reserve, Manning, to guide the future use and development of this important community space.

Challenger Reserve, which adjoins Sandon Park, is currently home to tennis, bowls and soccer clubs. It has a playground and is also used by local residents for informal recreation purposes. A cricket wicket was added to the eastern playing field area last year.

Proposed improvements in the short term include upgrading floodlighting for the playing fields to meet Australian Standards. Consideration is also being given to refurbishment and/or replacement of the Bowling clubhouse and the Challenger Reserve pavilion. The City would like to optimise the use of this reserve and accommodate additional compatible sporting and community activities.

We would like your feedback to help inform the development of the Masterplan.

  • Masterplan finalised

    Following stakeholder and community engagement in early 2020, the Challenger Reserve Masterplan has now been finalised. There have been some delays in the project along the way, and we thank our community for their patience.

    The Masterplan includes two categories of project works:

    1. Anticipated essential works (higher priority)
    2. Staged discretionary works (lower priority)

    Implementation of items that are considered as higher priority is recommended to occur progressively over the next 20 years at a total cost of approximately $9.9M. Delivery of the Masterplan will be subject to sourcing the required funding (including through external funding sources); and will be reviewed on an annual basis and considered against other priority projects within the City’s capital works program.

    The City will now develop a funding strategy and investigate external funding opportunities to assist with the implementation of the Masterplan.

    The City has been progressing the Challenger Reserve Masterplan project. The draft Masterplan and costings were developed and assessed by the City earlier this year.

    After further discussion between the City and the Project Consultant, CCS Strategic, a revised draft Masterplan and costings have been developed. These two documents will be presented to Councillors at a workshop in early 2022 for feedback. Following this workshop, the City plans to circulate the revised Masterplan to stakeholders.

    The Masterplan will assist in developing a funding strategy to enable the implementation of any proposed projects at Challenger Reserve in the future. Each component and project within the Masterplan will be subject to further consideration including resourcing (such as budget), scope, capacity and, where appropriate, stakeholder engagement.

    Following community and stakeholder engagement last year on the Challenger Reserve Masterplan project, a draft plan and costings have now been developed.

    The draft Masterplan will be presented to key stakeholders for feedback in the coming weeks prior to being finalised. It will then be made publicly available on the City’s website and Your Say South Perth.

    The Masterplan will be an operational guiding document to assist in planning and prioritising recreation facility projects at Challenger Reserve in the future. Instead of the draft being presented to Council in April as initially advertised, there has been a change of process in finalising the plan as outlined above.

    Each component and project within the Masterplan will be subject to further consideration including resourcing (such as budget), scope, capacity and, where appropriate, stakeholder engagement.

    A draft concept plan and costings for the Challenger Reserve Masterplan have now been developed.

    The next stage for this project is a presentation to Council at a workshop on Monday 12 April 2021.

    The Plan will then be available for public comment and there will be a community presentation with an opportunity to view the plan, ask questions and provide feedback.
