Bentley Technology Park is an area of land currently owned by DevelopmentWA and other State Government departments spanning portions of both the City of South Perth (Kensington) and the Town of Victoria Park (Bentley).

DevelopmentWA, as one of the landowners in the area, has engaged planning consultants to prepare the draft Bentley Technology Park Precinct Structure Plan (PSP). DevelopmentWA’s draft PSP has been lodged with the City of South Perth and Town of Victoria Park for assessment.

The draft PSP will guide the development of this area, by setting out development outcomes relating to:

  • Preferred land uses (for example, research and development uses)
  • Subdivision (the requirements to subdivide and create new land parcels)
  • Infrastructure (such as proposed new roads and pedestrian access ways)
  • Open Space (including the proposed distribution of open spaces)
  • Built form (such as building heights, the setback of buildings and landscaping requirements).

The City is seeking feedback on DevelopmentWA’s draft PSP for the part of Bentley Technology Park which is in the City of South Perth. If you want to provide feedback on the part which is in the Town of Victoria Park, see Your Thoughts Victoria Park (External link).

The City will consider all feedback and submit a report to the Western Australian Planning Commission (WAPC). The report will consider feedback received, as well as the outcomes of an assessment by the City undertaken against guiding planning documentation. The report will provide a recommendation, which may include proposed modifications to DevelopmentWA’s draft PSP.

The WAPC will consider the report and is ultimately responsible for its approval.

Hi there. Thanks for your questions.

Regarding your first question about heritage, the Forests Department Headquarters (fmr) is included on the City’s Local Heritage Survey (LHS) as Place No. 16 with a Category 4 Classification of Significance. It is not currently included on the City’s Heritage List nor on the State Register of Heritage Places. You can view the place record for the Forests Department Headquarters (fmr) at this link: https://southperth.wa.gov.au/docs/default-source/4-develop/planning/heritage/city-of-south-perth-local-heritage-survey-2025.pdf#page=131

In relation to how Development WA would address the recommendations of the Environmental Assessment Report that the clearing of potential black cockatoo foraging habitat should be avoided (p. 40), the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) protects Matters of National Environmental Significance (MNES). If an action is likely to have a significant impact on any MNES a referral to the Department of Climate Change, Energy, the Environment and Water (DCCEEW) is required, followed by possible subsequent assessment if a Controlled Action is determined.

The EPBC Act referral thresholds for black cockatoos states that a loss of greater than or equal to 1 ha of high-quality foraging habitat is likely to require referral to DCCEEW. The Environmental Assessment Report recorded 1.48 ha of high-quality foraging habitat within the Bentley Technology Park PSP area. Therefore, clearing equal to or greater than 1 ha of this potential foraging habitat is likely to require an EPBC Act referral.

Please let us know if you have any further questions.
