Share Hi. Table 9 on Page 33 of The Environmental Assessment Report stated the Heritage Council place number 4824, the Forests Department Headquarters is Management Category D : Of little significance, while this South Perth Place Record Form https://southperth.wa.gov.au/docs/default-source/4-develop/planning/heritage/precinct-7-collier/department-of-parks-and-wildlife-complex-(cat-b).pdf?sfvrsn=2 has the same location listed as Management Category B : Considerable significance. Can the City clarify the heritage listing of this property? Also, can the City clarify how Development WA would address the recommendations of the Environmental Assessment Report that the clearing of potential black cockatoo foraging habitat should be avoided (p. 40)? Taking into account the Assessment conducted a site survey by an experienced zoologist that identified the site as a high-quality foraging habitat (p. 29) for two endangered species and one vulnerable species of black cockatoo. The Assessment also states that infill development has the potential to directly impact this foraging habitat (p. 39). on Facebook Share Hi. DJ asked 6 days agoHi there. Thanks for your questions.
Regarding your first question about heritage, the Forests Department Headquarters (fmr) is included on the City’s Local Heritage Survey (LHS) as Place No. 16 with a Category 4 Classification of Significance. It is not currently included on the City’s Heritage List nor on the State Register of Heritage Places. You can view the place record for the Forests Department Headquarters (fmr) at this link: https://southperth.wa.gov.au/docs/default-source/4-develop/planning/heritage/city-of-south-perth-local-heritage-survey-2025.pdf#page=131
In relation to how Development WA would address the recommendations of the Environmental Assessment Report that the clearing of potential black cockatoo foraging habitat should be avoided (p. 40), the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) protects Matters of National Environmental Significance (MNES). If an action is likely to have a significant impact on any MNES a referral to the Department of Climate Change, Energy, the Environment and Water (DCCEEW) is required, followed by possible subsequent assessment if a Controlled Action is determined.
The EPBC Act referral thresholds for black cockatoos states that a loss of greater than or equal to 1 ha of high-quality foraging habitat is likely to require referral to DCCEEW. The Environmental Assessment Report recorded 1.48 ha of high-quality foraging habitat within the Bentley Technology Park PSP area. Therefore, clearing equal to or greater than 1 ha of this potential foraging habitat is likely to require an EPBC Act referral.
