This project builds on the vision, research and stakeholder input for the South Perth Station Precinct (SPSP). The primary focus is on improving liveability, sustainability, community benefit and built form outcomes within the area.

South Perth Peninsula Place + Design Report

Outcomes of the South Perth Station Precinct Place and Design Study, including the Planning Design Forum held in March 2017, are presented in the South Perth Peninsula Place + Design Report.

The report was presented to Council in June 2017 and comprises five parts outlining:

  • The relevant background information to the study, including an overview of the work done to date

  • Detailed planning and development context of the area

  • The place and design process

  • A draft renewed vision for the area as well as goals, ideas and actions for the ongoing planning and development of the area to achieve the vision

  • A recommended implementation schedule for the goals, ideas and actions.

The City has established a Reference Group to provide the City and key stakeholders with an additional reference point for planning, development and place initiatives and activities in the South Perth Station Precinct and surrounding area.

South Perth Peninsula Place + Design Report

    The City has selected the members of the inaugural South Perth Station Precinct Reference Group from over 40 expressions of interest which were received.

    One position remains open on the Reference Group for a representative of the Mends Street Traders. The list of members will be updated when this position is filled.

    The initial membership period is two years and the group will meet once every two months (unless otherwise determined). The first meeting will be held in the second half of August 2017.

    Notes will be taken by City officers and approved by the Reference Group Chairperson. Approved notes will be distributed via email to Reference Group members and made available on the City's website.

    The City of South Perth is establishing a Reference Group to provide the City and key stakeholders with an additional reference point for planning, development and place initiatives and activities in the South Perth Station Precinct and surrounding area.

    The group will be comprised of up to 15 members representing a diverse range of stakeholders with interests in the South Perth Station Precinct and immediate surrounding area.

    Objectives of the Reference Group;

    Knowledge sharing and discussion on issues related to the South Perth Station Precinct

    A reference point for feedback and input into planning, development and place initiatives and activities in the area

    The formation of the Reference Group follows an intensive period of investigations, research and community and stakeholder consultation undertaken during the City’s South Perth Station Precinct: Place + Design study.

    The subsequent South Perth Peninsula Place + Design Report (May 2017) outlined recommended goals and actions, including establishing a stakeholder reference group.

    The Reference Group is additional to any other stakeholder engagement and consultation that is undertaken by the City.

    A report outlining the key findings of the City of South Perth’s Place + Design: South Perth Station Precinct study has been finalised following an intensive period of investigations, research and community and stakeholder consultation.

    The report presents a draft of a renewed stakeholder-led vision that articulates future aspirations and goals for the South Perth Station Precinct (SPSP) and immediate surrounding area, together with goals, ideas and recommended actions for the continuing planning and development of the South Perth Peninsula.

    The Place + Design team, led by RobertsDay, has collaborated and worked extensively over the past six months with the City staff, Councillors and stakeholders including community group representatives, individual residents, developers, business owners, land owners and government representatives, building on the existing vision, consultant research and stakeholder input to date.

    The report is the culmination of this work, and puts forward a wide range of recommendations related to planning, transportation, public realm, built form and placemaking which the City will consider and prioritise.

    Recommended goals outlined in the report are;
    • Deliver a robust planning framework
    Reshape current processes to establish a comprehensive framework which better responds to stakeholder expectations around liveability and integrated place, design and planning outcomes.

    • Improve movement and connectivity
    Improve movement and access within the Peninsula through a comprehensive approach to traffic and parking management which encourages a modal shift towards walking, cycling and public transit.

    • Enhance street and green spaces
    Improve the Peninsula’s network of streets and parks to strengthen its unique spaces and amenities, maximise usability and recreational opportunities and support ecological sustainability.

    • Encourage responsive development
    Ensure that new development better relates to its context, complements local character and minimises impacts on existing buildings.

    • Creating places for people
    Reposition the Peninsula as a destination of choice by enhancing local identity, delivering community amenities and reinvigorating key assets and destinations.

    The report also includes an implementation schedule outlining short, medium and long term priorities for specific actions required to deliver on the goals and ideas collectively developed with stakeholders.
    Central to this is the recommended development of an Activity Centre Plan for the South Perth Station Precinct and immediate surrounding area, to comprehensively address built form, public realm, place management, economic, traffic and infrastructure issues.

    The recommendations reflect the strategic direction of the City and the State Government in recognising that the area will continue to play a role in accommodating the City’s anticipated population growth as the wider city moves towards a population of 3.5 million people by 2050, whilst also ensuring that its special qualities are respected and enhanced.

    As the City progresses with planning for the SPSP and surrounding area there will be further opportunities for the community and stakeholders to provide comment and be involved.

    The City is now seeking community and stakeholder feedback on the Place + Design study and on the goals, ideas and actions outlined in the report. Feedback will provide preliminary guidance for the City to consider in progressing with planning for the South Perth Station Precinct and surrounding area.

The open day is an opportunity to discuss the future of the South Perth Station Precinct and the outcomes of the Planning Design Forum with City officers and consultants RobertsDay.

    The South Perth Station Precinct (SPSP) Planning Design Forum wrapped up last Friday 17 March after five days of intensive community and stakeholder consultation. The SPSP has attracted a large amount of development, and corresponding community and media interest, over the past few years.

    The Forum gave a unique opportunity for community members and land owners to work with key state government agencies, City staff and a team of urban planning and design, architecture, traffic and transport and economic consultants over a week of intensive workshops and design investigations. The participants were split into three main areas of place, design and planning to work through various aspects of the future development and planning of the SPSP.

    Public exhibitions were held to present the work in progress and provided an opportunity for further feedback to be collected. Daily wraps from the Forum were also published online to summarise the activities of each day.

    A final report and recommendations from the Forum will be presented at a public open day in May 2017. The City would like to thank everyone involved in the Forum, in particular those who gave up their time to attend and share their views.

    The final day of the Planning Design Forum was a busy day for the team. Final meetings with key stakeholders were held and the remainder of the day was dedicated to producing designs, plans and draft recommendations for presentation to the community in the evening. The design team worked hard to produce illustrations and 3D models based on the input from the first four days of the Forum.

    From 5pm community members were invited back to the hall for a presentation of the work in progress from Forum leader Mike Day. Approximately 60 people attended, including many participants from the first two days of the Forum, Councillors and John McGrath MLA Member for South Perth.

    It was evident from the presentation that a lot of ground was covered through the Forum, with topics ranging from the big-picture vision of what the area might be in the future through to consideration of built form, public spaces, transport and governance. There was so much material to present that the allotted time of one and a half hours easily stretched into two.

    The City would like to thank everyone involved in the Forum, in particular those who gave up their time to attend and share their views. A wide range of interests and points of view were represented by the participants and were discussed openly and respectfully throughout the five days. The views and the ideas raised were truly inspiring and the overwhelming theme throughout the week was the enormous potential of this area.

    The report and recommendations from the Forum will be finalised over the coming weeks. There will be a public open day with opportunity to further discuss and comment on the Forum outcomes as soon as possible after the report is finalised.

    On day four of the Planning Design Forum, the team continued to investigate ideas for the future of the South Perth Station Precinct and the wider peninsula area. A number of meetings were held with team members and City staff to discuss issues including place identity and branding, options for upgrading the Mends Street streetscape, potential mechanisms for funding construction of the train station and strategies to address issues in the current Town Planning Scheme.

    The design team also continued to illustrate potential development scenarios including a 3D illustration of two iconic towers above a potential train station.

    On Thursday evening the City's Councillors were invited to a special briefing on the process and work to date. Councillors were briefed on the process so far and given a summary of the ideas and issues raised by the community and stakeholders through the Forum along with the responses that the team is investigating. The Councillors themselves raised a number of further questions and considerations that will be incorporated into the team's recommendations.

    The third day of the South Perth Station Precinct Planning Design Forum focused on exploring and documenting some of the ideas that were raised over the first two days.

    The discussions on Monday and Tuesday provided a lot of information and ideas. The design team began sketching plans around options for reconfiguring of and traffic calming on Mill Point Road and Labouchere Road near the intersection of Mends Street, as well as ideas for a town square between Mends Street and the Zoo.

    The design team also progressed work on plans such as:

    • the structure of the study area, including defining sub-precincts
    • landscape and public realm plan
    • sustainable transport plan
    • beginning of an overall masterplan
    • ideas and conversation starter sketches.
    The Planning team met with representatives from the Department of Planning to discuss options for implementing the plans through the statutory planning framework. A number of options were discussed, including potential 'quick wins' to address some of the more pressing matters affecting development in the Precinct, and some longer term options to implement the vision that is emerging through the Forum.

    At the end of the day, approximately 50 community members returned to the Hall to view the progress so far and further discuss the concepts with the project team. Once again many great ideas were raised and the team will continue to explore these during the final two days of the Forum.

    The second day of the South Perth Station Precinct Planning Design Forum involved community members and stakeholders return to the South Perth Community Hall for a day of presentations and interactive discussions focusing on some of the key issues for planning and development of the South Perth Station Precinct and surrounding area.

    Approximately 60 people attended the day and engaged in a series of lively and thought provoking conversations.

    The day began with a presentation on the commercial context of development in the precinct from property expert John Del Dosso of Colliers International. This led into a facilitated discussion around the type of development that may be possible and desirable in the area, including what building heights are appropriate and the impacts of different building forms.

    After a morning tea break the group heard a presentation from traffic and transport expert Tim Judd, of GTA Consultants. The resultant discussion around how traffic and parking can be managed, and the impact of development on traffic, reflected the importance of this topic for the livability of the area. In particular, consideration of how people will travel in the future and the impact of new technologies such as electric or driverless cars was discussed and will be the subject of further work as the Forum proceeds.

    During the morning, the design team began working on sketches of some ideas that were raised on day one of the Forum for managing public space and traffic around the intersections of Mends St and Mill Point Rd. These ideas will be further developed through the remainder of the Forum.

    The afternoon session included presentations on buildings and architecture from Geoff Warn of Donaldson and Warn architects, and public realm and streetscapes, from Peter Ciemitis of RobertsDay and Howard Mitchell of EPCAD landscape architects. Following these presentations, the group continued the discussion around desirable development types in the area, including the impact of and issues associated with height.

    A presentation on governance and statutory planning from Ross Duckham of RobertsDay wrapped up day two of the Forum including a conversation around the importance of orderly and proper planning processes.

    Day three of the Forum will see the project team working to document and further explore ideas raised on the first two days and will conclude with a public exhibition of the work to date.

    City of South Perth CEO, Geoff Glass officially opened the South Perth Station Precinct Planning Design Forum on Monday 13 March 2017 at the South Perth Community Hall, followed by an introductory presentation from Mike Day, founder of planning, urban design and placemaking firm RobertsDay. Mike is leading the discussion at the Forum throughout the week and brings over 30 years of experience to the project.

    Approximately 70 people, including City staff, consultants, representatives of local community groups, developers and community members attended the first day of the five-day Forum.

    After the introductory presentations, the group boarded two busses for a tour of the Precinct, including walking and stopping to discuss issues at a number of key sites such as already-completed development. The group discussed potential improvements and aspirations for the future of the area and were provided an opportunity to discuss and highlight a wide range of ideas that will be further explored through the week.

    After returning to the South Perth Community Hall the group had a short lunch break before spending the afternoon in a facilitated discussion of the issues raised during the morning and from the two preliminary workshops, held in late February. The afternoon's discussion provided a huge amount of information for the team to process through the remainder of the Forum and highlighted a number of issues and opportunities to be explored.

    Day two of the Forum will continue exploring in detail the key issues for the planning of the Precinct and the team will begin designing some potential solutions for discussion.
