Following a series of studies, community consultation and the preparation of a detailed character study report (known as the Kensington/South Perth – Character Study Report), the City has prepared a draft amendment to Town Planning Scheme No. 6 and an associated draft local planning policy, which will be considered at the 26 June Council meeting, for endorsement to go out for public comment.
The draft amendment proposes to:
- Create a new precinct for the subject area, ‘Precinct 16: Canning Highway (East)’;
- Apply development provisions relating to height, plot ratio, setbacks, building design and vehicle access for all new comprehensive development within the new precinct; and
- Create a new special control area for land fronting Canning Highway at the eastern end of the new precinct to resolve vehicular access issues.
The draft local planning policy (P351.16) provides further guidance on the development provisions contained in the draft amendment. Matters covered in the draft policy include how setback/building separation areas should be used, design quality and climate sensitive design.

If the draft amendment and draft local planning policy are endorsed to go out for public comment by Council at the June meeting, the above documents will be formally advertised here along with a feedback form.

The Canning Highway #ShapeOurPlace project is an ongoing series of studies to understand and plan for the future of Canning Highway.
Following the City's investigations, community consultation and the preparation of the Kensington/South Perth – Character Study Report, the City prepared a draft amendment to Town Planning Scheme No. 6 and an associated draft local planning policy.
The draft amendment and local planning policy were to be presented to Council at the October Council meeting on 17 October 2017, however please be advised that the reports on these matters have been withdrawn from the Council agenda for the October meeting.
The City will provide a further update when the proposals are again scheduled for Council consideration.

Canning Highway #ShapeOurPlace project is an ongoing series of studies to understand the area and plan for the future. The City’s draft
Local Housing Strategy 2011 first identified challenges for the City between managing high density development along Canning Highway and the adjacent low density residential areas.
Following the City's investigations, community consultation and the preparation of the Kensington/South Perth – Character Study Report, the City has prepared a draft amendment to Town Planning Scheme No. 6 and an associated draft local planning policy.
The draft amendment seeks to create a new planning precinct to be known as Canning Highway (East). Consistent with the recommendations in the Character Study Report, the draft amendment includes development provisions that would allow for medium density development along and within close proximity to Canning Highway and provide for an appropriate transition to adjacent low density residential areas. The report on the draft scheme amendment is now available to view.
The report is included in the
October Agenda Briefing document on the Council Meeting page of the City's website, alternatively hard copies are available to view at the Civic Centre or City's libraries.
Next Steps
- Draft scheme amendment and draft local planning policy presented to Council at the Agenda Briefing to be held 5.30pm, Tuesday 10 October 2017 in the Council Chamber at the South Perth Civic Centre.
- Members of the public may address Council on items for which they have an interest at the Agenda Briefing. Deputation to Address Council applications close 24 hours before the Agenda Briefing.
- Council to consider initiation of the draft town planning scheme amendment and associated draft local planning policy at the Council Meeting to be held 7pm, Tuesday 17 October 2017 in the Council Chamber at the South Perth Civic Centre.
- Members of the public can ask questions of Council at Council Meetings using the Public Question Time Submission form which should be submitted no later than 24 hours prior to the meeting.

As part of the second stage of the Canning Highway #ShapeOurPlace project, the City engaged consultants to undertake a detailed assessment of the character of Kensington and South Perth either side of Canning Highway between Berwick St and Douglas Ave.
The City invited comments on the draft Character Study report for Kensington/South Perth - Part A. Feedback closed on Friday 4 November 2016.
Based on the findings of Part A of the Character Study and engagement feedback, Part B of the Kensington/South Perth Character study is now complete and available to download.
The report provides recommendations for town planning provisions required to facilitate appropriate medium density development along and within close proximity to Canning Highway and provide for an appropriate transition to adjacent low density residential areas.
Please note that the report contains recommended actions from a consultant, for consideration by the City. These recommendations will provide the basis for the ongoing planning of the study area, but may not be implemented in full exactly as they appear in the report.
The City is now preparing an access study and drafting a town planning scheme amendment and associated local planning policy based on the report recommendations. These documents will be advertised for community comment once the access study is completed.
