Following extensive community and stakeholder feedback, the City of South Perth has developed a new urban greening strategy to help to make a greener, cooler and more liveable place for us to live, work and visit.
Urban greening is not just about the urban forest or tree canopy. It also incorporates vegetation, shrubs, understorey planting and many other ways to recognise and retain nature and biodiversity, which help make our City more climate resilient and makes an area more pleasant to live in.
Engagement process
The Urban Greening Strategy stakeholder engagement has a three stage process:
- Stage 1: Broad engagement (survey and pop-up events).
Complete: read about what happened during Stage 1. (September/October 2024) - Stage 2: Deliberative panel (a panel of key stakeholders and community members who will work collaboratively to recommend priorities for the Urban Greening Strategy). (February 2025).
- Stage 3: Community feedback on draft Urban Greening Strategy (information sessions and feedback form). (Closed 4pm, 27 May 2025).

Agenda Briefing Meeting - 6pm, Tuesday 15 July 2025

Deputations from community members or organisations wishing to present on the UGS can be made at this meeting. To request a deputation, please submit a request in advance via the City’s website by 6pm, Monday 14 July 2025.
Ordinary Council Meeting - 6pm, Tuesday 22 July 2025
Council Chamber, South Perth Civic CentreAt this meeting, Council will formally consider and vote on adopting the Urban Greening Strategy.
Public Question Time is at the start of the meeting – questions related to the agenda can be asked in person or submitted in writing beforehand. See ‘Meeting Types’ and the FAQs on the City’s website for more information.
Meeting agendas can be viewed on the City’s website, or hard copies are available at the Civic Centre Reception or the South Perth or Manning libraries.
The City received over 150 feedback forms during Stage 3 of the engagement process, providing comments about the draft Urban Greening Strategy.
The City analysed the responses and, in updating the UGS document format to match the City’s new template, took account of the Stage 3 community engagement feedback. This makes it easier to read and consistent with other City strategies.
The City has responded to the feedback respondents’ comments by:
- Updating the Strategy document format to match the City’s new template, making it easier to read and consistent with other City strategies.
- Making the content clearer by using text boxes, infographics and icons.
- Refining the four ‘Pillars’ by using simpler language to outline the strategic priorities and adding performance measures for each ‘Pillar’.
- Adding an end date to the Strategy to give it a 25-year timeframe and to align it with ‘The Kunming-Montreal Global Biodiversity Framework’ goals for 2050.
- Ensuring that the strategic priorities of:
- “Protecting and promoting biodiversity of flora and fauna, especially endangered and vulnerable species” and
- “Identifying and protecting green corridors” were retained to address Stage 3 feedback respondents’ concerns around habitat for Black Cockatoos and other fauna.
- Providing Josh Byrne & Associates the opportunity to review and comment on the changes to ensure that the intent of the draft Strategy has been maintained.

The City brought together key stakeholders and community members in a deliberative panel.
Independent consultants facilitated workshops attended by 38 people who represented the City’s demographic, and who worked collaboratively to address the remit:
"To recommend urban greening priorities in the City of South Perth, that best balance the needs of the community and the natural environment for future generations."
The panel first got together for a two-hour induction in early February. They met for two full days on Saturdays 8 and 22 February to explore the key challenges and opportunities, before confirming their priorities for urban greening in the City.
The panellists selected three of their members to present a summary of their work and a report to Mayor Greg Milner and three of the Councillors.
The next steps are that Josh Byrne & Associates will take on board the panel’s priorities when writing the draft Urban Greening Strategy.
There will be an opportunity for further community feedback on the draft Urban Greening Strategy during Stage 3 of the stakeholder engagement process, which is expected to be in April/May 2025.
