The South Perth Station Precinct is ideally situated two kilometres across the Swan River from the Perth CBD and is well serviced by excellent transport networks including the freeway, bus and ferry service. In the future, it is hoped that the state government will construct a South Perth railway station at Richardson Street, to service Perth Zoo, local businesses and residents. Development in the precinct will create demand for the train station and help make its construction worthwhile.

The South Perth Station Precinct includes all land between Richardson and Darley Streets to the south and east, and Scott Street and Frasers Lane to the north.

The vision of the South Perth Station Precinct Plan is to create a vibrant, attractive business location featuring a rich choice of employment, public transport options and pedestrian friendly tree-lined streets, with reminders of South Perth’s heritage.

South Perth Activity Centre Plan

The City is preparing an Activity Centre Plan for the South Perth Station Precinct and immediate surrounding area.

The Activity Centre Plan will provide the guiding framework (strategic vision and statutory framework) for the planning and development of the study area by taking a holistic, long term approach that can be updated over time to respond to current issues and community aspirations.

The Activity Centre Plan will guide movement and access, land use and built form within the activity centre.

This area is identified as a District Centre under the state planning framework, and as such an Activity Centre Plan is required to be prepared pursuant to Part 5, Schedule 2 (the Deemed Provisions) of the Planning and Development (Local Planning Schemes) Regulations 2015 (the Regulations) and State Planning Policy 4.2 Activity Centres for Perth and Peel (SPP 4.2). The preparation of an Activity Centre Plan is also a key recommendation of the South Perth Peninsula Place and Design Report (May 2017).

The draft Activity Centre Plan will be available for public comment following Council and Western Australian Planning Commission approval.

    The City seeks public comments on draft Amendment No. 56 to Town Planning Scheme No. 6, relating to the land identified as the ‘Civic Site’ being that bound by Mill Point Road, Mends Street and Labouchere Road. The submission period closes 5pm, Tuesday 16 January 2018.

    The City has engaged planning, urban design and place making consultants RobertsDay to review the 2011 vision for the South Perth Station Precinct, developed in partnership with the WA Planning Commission. RobertsDay will undertake a detailed study into preferred development in the area, and will recommend policy and town planning scheme provisions to achieve the vision.

    An essential part of the project is engagement with the community and other stakeholders in a manner that will capture all points of view and reach people who may not have contributed or had their voices heard in the past.

    RobertsDay will facilitate an interactive series of workshops, called a Planning Design Forum, to engage stakeholders over five consecutive days of collaborative investigations and urban design activities. The Forum will bring the community and other stakeholders, including Council, together with experts to explore design options and solutions for the ongoing planning and development of the precinct. The outcome from the Forum will be detailed recommendations for the ongoing planning and development of the precinct.

    The project is currently in the early stages of planning, with work in progress to finalise the process for engaging with the community and other interested stakeholders. The Planning Design Forum and associated workshops are planned for February and March 2017, and more information will be available in early 2017.

    Amendment No. 46 to the City’s Town Planning Scheme No. 6 was initiated to rectify anomalies, clarify ambiguities and strengthen performance criteria for building height variations relating to development provisions affecting the area known as the ‘South Perth Station Precinct’.

    In March 2015, the City first advertised Amendment No. 46 for public comment. At a Special Council Meeting held on 27 October 2015, the Council considered submissions received during that consultation period, and endorsed a set of significant modifications to Amendment No. 46 in response to community concerns.

    Amendment No. 46 was open for public comment from November 2015 to February 2016. The City received 882 submissions on the Scheme Amendment during the public comment period which expressed a diverse range of views and opinions.

    At the City of South Perth Council meeting held on Tuesday 26 April, the Council recommended to the Minister for Planning that Town Planning Scheme Amendment No. 46 ‘South Perth Station Precinct’ be adopted with modifications.

    The amendment was referred to the Western Australian Planning Commission in May 2016. In December 2016, the Minister for Planning Hon. Donna Faragher considered the amendment and requested the City make a number of modifications before approval was given.

    The City modified the amendment as it was legally required to. There was no provision for any further appeal or public consultation.

    The amendment was submitted to the WAPC and is now in operational effect following its publication in the Government Gazette on Tuesday 21 February 2017.
