At the Ordinary Council Meeting on Tuesday 23 May 2023, the City of South Perth Council resolved not to progress delivery of the Recreation and Aquatic (RAF) project.
Council’s decision not to proceed with the RAF was informed by the City’s most recent report which noted a significant capital funding shortfall for the project and the proposed facility’s requirement for ongoing subsidy from City rates revenue. Find out more on the City's website.

As a result of community feedback, one of the key strategies in the City’s Strategic Community Plan 2020-2030 is to plan for and promote the development of recreation and aquatic facilities to service community needs. We are working to make this happen.
Council will determine whether to endorse the detailed business case at the October meeting. To make an informed decision, they will need to understand the level of stakeholder and community interest in and support for the project.

Sjbsteven asked over 1 year agoThe total cost incurred to date by the City for the RAF Project is $1,639,427 (Refer to p. 74 of the Attachment to the Agenda of the April 2023 Ordinary Council Meeting). The costs have been met through the annual operating budget for the City.

Bob Oxford asked about 2 years agoHello and thanks for your question. There has been no decision to cancel the RAF Project. The City remains committed to the project and continues to work at securing further funding, including from State Government. The latest update provided was on 15 July 2022 and can be viewed on the City’s website.

At the 29 June 2022 Council Meeting, Councillors voted not to approve the appointment of a project manager for the City's proposed Recreation and Aquatic Facility (RAF). The City is committed to the RAF project and securing the remaining funding required for it. Discussions with the State and Federal governments about funding are ongoing.

Alexandra asked over 2 years agoThe City is committed to building the proposed $80 million Recreation and Aquatic Facility (RAF). It will be a WA first – a unique model that combines sporting facilities with a research and education hub. More than half of funding has been secured (including a $20million commitment from both Council and the Federal Government) and discussions are ongoing with the State Government and other potential partners. The City has briefed both Federal candidates on the project.

That facility and surrounding areas are under utilised and it makes much more sense to utilise this facility rather than start building new ones and destroying the golf course. msalasi asked over 3 years agoHi there. Thanks for your question. The George Burnett Leisure Centre site, amongst others, was considered in the early stages of the project. The Collier Park Golf site was selected as the preferred location after an in depth study identified it as the most appropriate and financially viable location.
The mini golf is catering for the growing demand for more engaging, shorter format recreation activities. It is designed to appeal to new players by broadening the golf offering and will contribute to the diversity and long term financial viability of Collier Park Golf as identified in the Mini Golf Business Plan.
For a number of years the community has requested and demonstrated the need for aquatic facilities with the City of South Perth and this is further supported by the RAF stakeholder and community engagement in 2020.

PeterR asked over 3 years agoHello and thanks for your question. The current proposal for the RAF includes a multipurpose indoor sporting centre with 6-8 sports courts and integrated show courts. The number of designated basketball courts in the facility and other sport usage of the courts is still be considered and subject to a number of factors, including finalisation of the project scope and funding from State government and commercial parties. Your response and requirements will be considered along with other feedback as part of the next phase of the project in detailed design.

scottbarr71 asked about 4 years agoAlthough only at concept stage, the driving range is proposed to be a two-tier facility of between 56 and 80 bays providing a 100m x 100m netted environment. The bays would be set up using one of the proprietary technology systems providing launch monitor and gaming options. This use of technology will allow shot feedback on a shorter range that could previously only be gained through visual observation of the full ball flight requiring significant lengths of driving range – this is what has allowed the retention of sufficient space to allow the development of the short course.
Focussing on technology and entertainment options, the facility will appeal to all abilities of golfer as well as non-golfers.
The City carried out a stakeholder and community engagement process during August and September 2020 which included a workshop with Collier Park Golf key user groups. In addition, stakeholders and the community were invited to attend an information day, online workshop and participate in the survey. 1641 completed surveys were received and over 165 people attended engagement activities.
If the project progresses, there will be further dialogue and consultation on various aspects of the facility, including the golf course.

vatsal asked about 4 years agoHi there. Thanks for your question. The RAF will become home to community sport and recreation, blending with the existing 18 hole golf course facilities and catering for emerging golf trends of shorter and alternative format golf, with the addition of mini golf, short form golf and a new technology based driving range. During the stakeholder engagement period a wide range of stakeholders and community members were consulted, including key Collier Park Golf user groups.

MN asked about 4 years agoHi there, thanks for your question. The City has undertaken preliminary environmental investigations to inform the likely nature and extent of the landfill and will undertake detailed investigations as part of the next stage of the project. This will enable the appropriate measures to be determined and put in place during construction, in line with any relevant environmental guidelines and / or approvals that may be required.
