Scheme Amendment No.3 to Local Planning Scheme No. 7 – Lot 1, Labouchere Road (Royal Perth Golf Club clubhouse)
At the Ordinary Council Meeting on 24 February 2026, Council resolved to proceed with advertising the proposed Scheme Amendment No. 3 to Local Planning Scheme No.7 (LPS 7).
The proposed scheme amendment relates to land located at Lot 1, Labouchere Road, South Perth (Royal Perth Golf Club clubhouse). The City is proposing an amendment to zone the site ‘Private Community Purposes’ under Local Planning Scheme No. 7 (LPS 7) and is seeking your feedback.
Background
- Lot 1, Labouchere Road, South Perth is owned in freehold by Royal Perth Golf Club (RPGC) and contains the clubhouse building. It is a separate parcel of land to the golf course.
- In December 2025, the Minister of Planning and Lands made changes to the Metropolitan Region Scheme (MRS), including a change to Lot 1, Labouchere Road (RPGC clubhouse).
- The change to Lot 1, Labouchere Road (RPGC clubhouse) was an amendment to the lot’s zoning; the lot zoning changed from ‘Regional Open Space – Restricted Public Access’ to ‘Urban’.
- The ‘Urban’ zoning will facilitate the investigation of potential redevelopment opportunities compatible with the site’s current use and any future planning and development.
- As Lot 1, Labouchere Road (RPGC clubhouse) was previously reserved under the MRS, it did not have a designated zone under the City of South Perth’s Local Planning Scheme No. 7 (LPS 7).
- As the site is zoned ‘Urban’ under the MRS, the City is required to amend LPS 7 to allocate a zone to the site. The City is proposing an amendment to zone the site ‘Private Community Purposes’ under LPS 7.
