Town Planning Scheme Amendments

All scheme amendments open for public comment through formal submission are listed below.

From time to time, it becomes necessary to amend the City’s Town Planning Scheme. When a change is proposed or made to the Town Planning Scheme, it is referred to as a Scheme Amendment. These changes can be proposed by landowners, the City itself or State Government agencies.

Scheme Amendments occur for a variety of reasons including:

  • A change in zoning to accommodate development
  • A change in the residential density coding to increase residential density
  • A change in the Scheme’s wording to ensure more effective planning
  • To implement the strategic vision of the Local Planning Strategy
  • To ensure orderly and proper planning.

The Town Planning Regulations require that most Scheme Amendment proposals are advertised for community comment for a minimum period of 42 days, during which written submissions are invited.

All submissions will be assessed in detail by City Planning Officers, who will report and recommend to the Council on each comment contained in the submissions. The Council will then recommend to the Western Australian Planning Commission (WAPC) and the Minister on the submissions and the Amendment proposal.

Any comments with respect to Scheme Amendments should be submitted via one of the following ways:

  • Scheme Amendment No. 63 – Preston Street Neighbourhood Centre

    Consultation for this Scheme Amendment has now concluded.

    Submissions are invited on a proposal (amendment) to modify the town planning requirements for land in the Preston Street Neighbourhood Centre. These requirements relate to matters such as building height, density, land use and parking. The amendment was submitted to the City of South Perth on behalf of some of the landowners within the Preston Street Neighbourhood Centre.

    Submissions on the amendment will close at 5pm, Monday 16 March 2020.

    The City of South Perth has received a request to amend its town planning scheme to introduce specific development requirements for the South Perth Hospital site to facilitate the future redevelopment of the Hospital. The South Perth Hospital site is bounded by Ernest Johnson Oval, South Terrace, Fortune Street and Burch Street, South Perth.

    The proposed development requirements include:

    • building height limits and minimum setbacks that define a building envelope for the site; and
    • that a local development plan be adopted by the Council prior to the approval of any future development application to specify the detailed built form, access and parking requirements for the site.

    The City of South Perth has received a request to amend its Town Planning Scheme and adopt a new local planning policy within the area bound by Curtin University, Garvey St, Keaney Pl and MacKay St, Waterford (the amendment area). The City of South Perth invites public comment on Draft Scheme Amendment No. 60. The draft amendment proposes to:

    • increase the residential density code within the amendment area from R20 to R100
    • increase the building height limit within the amendment area from 7.0 metres (2 storeys) to 17.5 metres (5 storeys)
    • allow for development up to 24.5 metres (7 storeys) in height subject to specific criteria including minimum site area, street setback for upper storeys, maximum floorplate size, waste and parking management, and compliance with a new local planning policy (see below)
    • introduce a new land use of ‘Purpose Built Student Accommodation Facility’
    • establish special development requirements for the amendment area relating to side and rear lot boundary setbacks, street setbacks, prohibition of Grouped Dwellings, and provisions to control the massing of buildings through articulation and breaks in the building elevations.

    The City of South Perth invites public comment on Draft Scheme Amendment No. 57 - Canning highway (East). The draft amendment proposes to:

    • Create a new precinct for the subject area, ‘Precinct 16: Canning Highway (East)’
    • Apply development provisions relating to height, plot ratio, setbacks, building design and vehicle access for all new comprehensive development within the new precinct
    • Create a new special control area for land fronting Canning Highway at the eastern end of the new precinct to resolve vehicular access issues.

    The City of South Perth invites public comment on Draft Scheme Amendment No. 59, for the purpose of increasing the residential density code from R20 to R60 for the land bounded by Conlon Street, Garvey Street and Manning Road, and Keaney Place, McKay Street, Manning Road and Garvey Street, Waterford. The amendment will also introduce built form and access requirements relating to height, setbacks, building orientation and preferred land uses.
