At the Ordinary Council Meeting (external link) on 26 May 2026, Council resolved to advertise proposed Scheme Amendment No. 4 to Local Planning Scheme No. 7 (LPS 7).

The owner of the property, Collier Park Village (Amana Living), submitted this scheme amendment request in March 2026.

The proposed Scheme Amendment seeks to amend the land use permissibility for Medical centre, Hospital, Recreation – private, and Office land uses at the site from ‘X’ to ‘A’ (i.e. a discretionary use requiring advertising).

The Scheme Amendment ensures the predominant use of the site is for ‘Independent Living Complex’ and ‘Residential Aged Care Facility’.

The Collier Park Village site is currently zoned Residential with a density coding of R50. There is no proposal to change the density coding or any other built form provisions for the Collier Park Village site.

The proposed changes would enable a Medical centre, Office, Hospital, and private recreation facility to be considered within the Collier Park Village site, subject to any future Development Application approval.

The applicant’s draft Scheme Amendment Report envisions the site being redeveloped to create an ‘Integrated Care Community’.
