At the Ordinary Council Meeting held on Tuesday 24 June 2025, Council resolved to commence a 21-day consultation period on amendments to Local Planning Policy 1.1 Residential Development.

The City regularly reviews its local planning policies (LPPs) to make sure they stay up to date, match State planning frameworks, reflect community aspirations on planning related matters, and support implementation of the City of South Perth Local Planning Scheme No. 7 (LPS7).).

The City has prepared amendments to Local Planning Policy 1.1 Residential Development. Here’s a summary of the proposed changes:

  • Amending the policy so it aligns with changes to the R-Codes to accommodate Medium Density development:
    • The current version of LPP1.1 only covers Part B of the R-Codes (which applies to Single Houses coded R40 and below and Grouped Dwellings coded R25 and below).
    • The proposed amendments include provisions from Part C (Medium Density) of the R-Codes applicable to Single Houses coded R50–R100, Grouped Dwellings coded R30–R100, and Multiple Dwellings coded R30–R60.
  • Making it easier to read by using a table format. Column 1 will show the original R-Code requirements, Column 2 will show the LPP1.1 changes. This way, you won’t need to refer back and forth between documents.
  • Amending existing building design provisions for street setbacks, setback of carports and garages, street walls and fences, and sight lines.
  • Adding a new provision to improve street surveillance and site works.
  • Removing a provision about the appearance of retained dwellings.
  • Adding diagrams and figures to make the document easier to read and understand.
  • Removing reference to a Local Housing Objective.

The above amendments will help ensure consistency between Part B and Part C of the R-Codes. This is particularly important to assist in preserving and enhancing the cohesive, attractive and safe streetscapes in the City of South Perth by developing and unifying requirements for fencing, site works and carports and garages.
