At the Ordinary Council Meeting held on Tuesday 24 June 2025, Council resolved to advertise amendments to Local Planning Policy 6.3 - Developer Contribution for Public Art and Public Art Spaces.

The City regularly reviews its local planning policies (LPPs) to make sure they stay up to date, match State planning frameworks, reflect community aspirations on planning related matters, and support implementation of the City of South Perth Local Planning Scheme No. 7 (LPS7).

The City has prepared amendments to Local Planning Policy 6.3 - Developer Contribution for Public Art and Public Art Spaces (LPP6.3) to make it clearer when public art contributions are required.

Here’s a summary of the proposed changes:

  • Public art contributions won’t be required for a single house or grouped dwellings, unless the grouped dwelling is in an activity centre plan area.
  • Removal of the $500,000 cap on public art contributions – except in the Canning Bridge Activity Centre Plan area where the cap still applies.
  • GST will be included only when developers provide the public art themselves, but not when they make a ‘cash-in-lieu’ contribution to the City instead.
  • Changing the policy title to ‘Public Art’ and adding a policy number to make it clearer.
  • Creation of a new subsection in the policy just for public art contributions, so it’s easier to find the information you need.
  • A new definition for ‘professional artist’ to match the City’s Public Art Toolkit (External Link).
