Why is the City reviewing its Dog Local Law?
In accordance with the Local Government Act 1995 (External link) the City must review its local laws every eight years and the City’s Dogs Local Law 2016 is currently due for review.
What changes have been made?
The Dogs Local Law 2016 allowed for the confinement and fencing of dogs, the maximum number of dogs that can be kept on a property without approval and a requirement to remove dog excreta.
In addition, the proposed 2025 local law includes further clarification in relation to the impounding of dogs and the City’s Animal Care Facility, the approval of kennel establishments and the enforcement of the local law.
How many dogs can I have?
There has been no change. You can keep two dogs over the age of 3 months and the young of those dogs. If you want to keep more than two dogs over the age of 3 months at your premises, you have to apply to the City (External link).
What if I want more than two dogs?
The local law sets the maximum number of dogs which can be kept at premises without approval. If you want to keep more than the two dogs allowed for under the proposed Dogs Local Law 2025 you have to apply to the City (External link) in accordance with the Dog Act 1976 (External link). You must pay the application fee listed on the City’s schedule of Fees and Charges (External link). The application will be assessed by the City and an outcome provided.
Does the City have any dog exercise or prohibited areas?
The City has some public places which are specified as being a dog exercise area or where dogs are prohibited. In accordance with the Dog Act 1976 (External link) this is not to be incorporated into a local law but made by a decision of Council by absolute majority.

What will happen with my feedback?
All feedback will be analysed and presented to Council alongside officer recommendations to consider for endorsement. Everyone who submitted feedback and provided their contact details will be notified of the Ordinary Council Meeting date at which Council will consider endorsing the proposed Dogs Local Law 2025.
