What’s new in the draft CSCP Plan?

    The draft CSCP Plan contains information relating to community safety and crime prevention in the City of South Perth, as well as an implementation plan with a variety of actions in four priority areas. 

    Three of the four priority areas contain new actions that have been informed by feedback from the community and stakeholders, as well as aligning with the objectives of our key partners, such as the Western Australian Police, as follows:

    Priority Area 1: Promote awareness of home safety

    1.1

    Implement a Home Safety and Security Rebate Program to improve home safety and security of our residents.

    1.6

    Build relationships with support organisations for all ages, backgrounds and abilities, to promote community programs to their clients.

    Priority Area 3: Address anti-social behaviour

    3.3

    Work collaboratively with the Belmont, Victoria Park, and South Perth Local Drug Action Group to implement the Youth Alcohol Action Plan 2022-2025.

    3.4

    Purchase a new mobile CCTV trailer to replace the current dysfunctional CCTV trailer.

    3.7Continue to work with the WA Police, neighbouring local government authorities and other appropriate stakeholders to undertake community awareness campaigns to reduce thefts of bikes and scooters in identified hotspots, such as through the ‘Lock It or Lose It’, Bike Linc program, ‘Gone in Less than Sixty Seconds’ and ‘Remove It or Lose It’ campaigns.

    Priority Area 4: Increase road safety

    4.3

    Promote programs and services offered by Road Trauma Western Australia, KidSafe and the Injury Control Council WA.

    4.4

    Increase community awareness of road safety by participating in appropriate campaigns such as Road Safety Week, Slow Down Consider Our Kids, Fatality Free Friday, etc.

     

    The majority of the actions in the draft CSCP Plan represent ongoing or continuing activities, programs and services delivered by the City and our partners, and so are similar to the actions in the previous CSCP Plan.

    How was the draft CSCP Plan 2022-2027 developed?

    Over 400 surveys were completed by community members and stakeholders in July and August 2022. This feedback, along with ongoing collaboration with key stakeholders including  the  Western Australian Police, Western Australian Police Community Engagement Team, Department of Communities – Housing, the Member for South Perth and other partners, has informed the development of the draft CSCP Plan. This ensures a well-rounded approach to community safety initiatives and projects.

    The draft CSCP Plan was endorsed by Council on Tuesday 28 February to go out for public comment. Feedback closes on Wednesday 22 March 2023.

    What is the Community Safety and Crime Prevention Plan and why is the City developing a new one?

    The Community Safety and Crime Prevention Plan (CSCP Plan) is a strategic document underpinned by a community development approach that seeks to build social cohesion and community connections to enhance the community’s sense of safety.

    The City’s previous Community Safety and Crime Prevention Plan 2019-2021 (PDF, 1.93 MB) has expired and therefore we are developing a new CSCP Plan to ensure that the City responds to the community safety and crime prevention priority areas for our community, as well as aligning with the priorities (objectives) of our key partners, such as the Western Australian Police.

    What is the Home Safety and Security Equipment Rebate Program?

    Rebates are available to eligible applicants in the City of South Perth to improve their home safety and security, as part of the City's Home Safety and Security Equipment Rebate Program

    Each eligible applicant can make a claim towards the purchase and installation of security equipment at their home, including products such as alarms, deadlocks, window locks, security doors and screens, sensor lights and CCTV.

    Eligible applicants are able to claim for the following amounts:

    • Up to $300 for eligible applicants over 18 years, who hold a concession card (i.e. Pensioner Concession or Healthcare card, excludes WA Seniors Card)
    • Up to $250 for eligible applicants over 18 years, who do not hold a concession card.

    What is the City’s role in community safety and crime prevention?

    The City’s role is to provide leadership and facilitation in establishing collaborative approaches and actions to community safety through the involvement of a number of stakeholders.

    The City coordinates the Community Safety Group which includes representatives from Kensington Police, Western Australian Police Community Engagement Team, Department of Communities – Housing, our local Member of Parliament, Western Australian Local Government Association’s (WALGA) Roadwise, Curtin University, Waterford Plaza, Gowrie WA, Welwyn Avenue shops, and Manning Community Association. 

    Working collaboratively with multiple organisations and groups means that community safety initiatives and projects can be carried out effectively across the City.

    What were the outcomes from the previous CSCP Plan 2019-2021?

    During the development of the Community Safety and Crime Prevention Plan 2019-2021 (PDF, 1.93 MB) the following five goals were identified: 

    1. Increase awareness of home safety 
    2. Reduce antisocial behaviour 
    3. Decrease levels of theft of possessions from motor vehicles 
    4. Safe places and spaces 
    5. Road safety.

    These were identified through stakeholder and community engagement, review of the Western Australian Police priorities and analysis of existing community safety initiatives and trends.

    A significant number of actions from this CSCP Plan were completed, each contributing to the five goals listed above.     The responses received during the feedback period are being analysed and the revised draft CSCP Plan will be presented to Council in May 2023 for final endorsement.

    What is Bikelinc?

    Crime Stoppers WA has launched a new service to help police identify stolen bicycles and reunite them with their rightful owners.

    The Bikelinc service includes a real-time search feature that can easily link bicycles with their owners. The service has been designed to connect a community of bike-minded people and help reduce bike theft. For more information, please visit the Bikelinc website.

    What is Cam-Map WA?

    Cam-Map WA is a comprehensive database of all voluntarily registered CCTV systems across Western Australia.  This publicly accessed platform allows owners and operators of CCTV systems to self-register onto a secure database operated by the Western Australian Police Force.

    Accurate knowledge of the locations of CCTV systems will assist Western Australian Police to investigate incidents in order to improve community safety. For more information, please visit the Cam-Map WA website.
