What is the Council Plan?

The Council Plan 2027-2037 is the City’s ‘plan for the future’ which is required under the Local Government Act 1995 and it:

    • brings together the City’s long-term aspirations, strategic priorities, key services and projects, measures of success and the resources needed for delivery
    • sets the community-informed, Council-led vision and strategic direction for the City over the next 10 years
    • plans for the future services and facilities for the City
    • replaces the City’s Strategic Community Plan and Corporate Business Plan (External links).

How was the draft Council Plan developed?

The draft Council Plan was informed by engagement with the City of South Perth community, Council Members, and employees.

In 2025, the City sent a confidential, independent survey – the 2025 MARKYT Community Scorecard – to 8,000 randomly selected residents via email and 2,000 by post. The survey was also open to all community members who wanted to opt-in. A total of 1,159 respondents completed the MARKYT Community Scorecard between 4 and 29 August 2025.

Through the scorecard survey, the community identified eight areas of focus for the decade ahead, which have been included in the draft Council Plan. They eight areas of focus that the community identified were:

    1. Safety and crime prevention
    2. Sport and recreation
    3. Streetscapes, trees and verges
    4. Environmental management and conservation
    5. Footpaths, trails and cycleways
    6. Parks, playgrounds and reserves
    7. Festivals, markets and events
    8. Waste management

In 2026, the City engaged independent consultants INK to conduct workshops with Council Members.

INK wrote a draft of the Council Plan based on the input from the community and Council, and it was further refined by City employees to take into account expert knowledge and local context.

How often will the Council Plan be reviewed?

The Council Plan replaces the City’s Strategic Community Plan and Corporate Business Plan and will be reviewed at least every five years.

How can the community get involved?

You can provide feedback on the draft Council Plan by:

    • Completing an online feedback form
Hard copy feedback forms and a copy of the draft Council Plan are available at the Civic Centre and South Perth and Manning Libraries.
    • Attending a drop-in session:
Wednesday 18 November 2026, anytime between 4-6pm at the Civic Centre
Saturday 28 November 2026, anytime between 10am-12noon at Manning Hall.

When will the Council Plan come into effect?

Once all feedback has been analysed and the draft Council Plan revised as required, it will be presented to Council for consideration at the Ordinary Council Meeting in February 2027.

The Council Plan will come into effect once it is endorsed by Council, which is expected to be prior to the start of Financial Year 2027/28 on 1 July 2027.

How will the Council Plan be used?

The Council Plan guides the City’s Annual Budget and provides the basis for reporting progress and performance each year.

Alongside the Annual Budget, the Council Plan helps shape the City’s budget and Annual Plan. The Annual Plan outlines the strategic priorities that will be delivered during that year to support the goals and objectives in the Council Plan.

The Council Plan is also supported by other plans that help the City manage its finances, assets and workforce responsibly, ensuring we can continue to deliver services and facilities for our community.

We will report on our progress each year in the City’s Annual Report, so the community can see what has been achieved and how we are tracking against our goals.

Why is the Council Plan for 10 years, but a four-year timeframe is shown for the Strategic Priorities?

This Council Plan is our community's roadmap for the next 10 years.

The Strategic Priorities provide our community with a list of actions that will guide the City’s focus for funding and implementing over the first four years of the plan (financial years 2027/28 – 2030/31).

Revised Strategic Priorities will be considered as part of the City’s Long-Term Financial Plan and produced for later years of the 10-year plan.

    What are the next steps?

Once all feedback has been analysed and the draft Council Plan revised as required, it will be presented to Council for consideration at the Ordinary Council Meeting in February 2027.
