Draft P320, Assessment of Significant Obstruction of Views in Precinct 13 - Salter Point
The City is seeking feedback on draft Planning Policy P320, Assessment of Significant Obstruction of Views in Precinct 13 - Salter Point.
Background
The protection of significant views within Salter Point is a contentious issue. The Council has considered a number of proposals to address this issue over the past several years, including changes to the building height limit for some properties. Following the most recent review of building heights within the Salter Point Precinct in early 2018, Council resolved to prepare a policy to address the impact of new development on views from existing buildings. The draft policy was presented to Council on 30 October 2018, where it was approved to be advertised for public comment.
Intent of the policy
The City of South Perth Town Planning Scheme No. 6 requires that a person shall not erect or add to a building on any land that has been assigned a Building Height Limit of 3.0 metres, 3.5 metres or 6.5 metres in Precinct 13 ‘Salter Point’ unless the local government is satisfied that views of the Canning River from any buildings on neighbouring land will not be significantly obstructed.
Draft policy P320 aims to provide guidance in the assessment of what constitutes a 'significant obstruction' to views of the Canning River for existing buildings in Salter Point. The overall intent of the draft policy is to provide an appropriate balance of certainty and flexibility for the assessment of development applications in this precinct. The draft policy does this through objectives and development criteria to guide assessment.
Summary of the Policy
Projections above the Building Height Limit, such as the roof, are a common cause of obstruction to views in Salter Point. The policy therefore focuses on the assessment of these projections and only those developments that include projections above the Building Height Limit will be subject to assessment against the policy. As significant obstructions are caused primarily by projections above the Building Height Limit, such as the roof form, development that is completely within the Building Height Limit will not be subject to an assessment of the impact on views and is permitted under this policy.
Where a projection is proposed above the Building Height Limit, a number of criteria must be met, including a maximum roof pitch of 15 degrees and compliance with the minimum setback requirements contained in the R-Codes. The overall design of the building and the location of viewing positions from neighbouring buildings will also be taken into consideration.

What next?
Following the feedback the City will review and consider all submissions made on the draft policy and propose modifications to the policy (if required) to address the submissions. The draft policy will then be presented back to Council for final adoption before becoming operational.
