Why is this amendment being proposed?

    Amendment No. 59 is the culmination of numerous planning and urban design studies that have been undertaken since 2006 for the land bounded by Conlon Street, Curtin University, McKay Street and Manning Road, Waterford (known as the Waterford Triangle Precinct). An amendment is currently proposed to implement the recommendations of these studies.

    What area does this amendment apply to?

    The area to which this amendment applies is the land bounded by Conlon Street, Garvey Street and Manning Road, and Keaney Place, McKay Street, Manning Road and Garvey Street, Waterford.

    Why has the area north of Garvey Street and Keaney Place been excluded from this amendment?

    This area will be subject to a separate scheme amendment that has been submitted by a landowner. Preliminary consultation with the directly affected landowners is currently being undertaken before Council decides whether to proceed with wider community consultation.

    Will the park/roads be upgraded as part of this amendment?

    Yes. A number of upgrades to the public infrastructure are planned, including:

    • Footpaths being replaced;
    • Street lighting installed;
    • Roads resurfaced;
    • New laneway;
    • Drainage upgrades; and
    • Upgrades to the public open space and verges.
    These works will be planned as part of the City's capital works program in the coming years.

    What happens after the feedback period closes?

    The City will consider all feedback received and make any necessary changes to the proposed scheme amendment. It will then be presented back to Council for final endorsement before being submitted to the Minister for final consideration (subject to Council approval). If the Minister approves the amendment then it will be posted in the Government Gazette at which time the amendment becomes operational.

    This process will take up to 6 months after the feedback period closes.


    What is a Local Development Plan?

    Local development plans are prepared to coordinate development and assist in achieving better built form outcomes by linking lot design with specific site and development standards. 

    In the case of this amendment, the Local Development Plan will provide guidance on how new development adjacent to Manning Road will provide vehicular access and address the public open space and Manning Road (where applicable) through controls on fencing, pedestrian entry locations, and windows and balconies that overlook the park.

    Will this amendment allow for student housing?

    This amendment does not propose any change to the zoning in the area. The area will still be zoned as residential. Under the residential zoning ‘student housing’ is a ‘DC’ use, meaning that student housing may be permitted subject to community consultation and Council approval.

    How many new dwellings could be developed under the proposed zoning?

    It is estimated that up to approximately 200 new dwellings could be developed within the subject area. Development will occur gradually over a long period of time and it may take many years or even decades for all properties to be redeveloped.
